GOP presidential hopeful and biotech entrepreneur Vivek Ramaswamy on Monday outlined his vision for foreign policy, unveiling a plan "re-establishing American national identity" he said was largely influenced by Presidents Richard Nixon and James Monroe.

The political upstart decried U.S. involvement in what he called a "no-win war" in Ukraine, declaring that he would accept Russian control of occupied territories and block Ukraine's candidacy for NATO in exchange for Russia backing out of its military alliance with China.

"The longer the war in Ukraine goes on, it becomes ever clearer that there is only one winner: China," Ramaswamy wrote. "I will go to Moscow in 2025. I will deliver peace in Ukraine under the only terms that should matter to us —terms that put American interests first."

Outside of Russia and Ukraine, Ramaswamy said the U.S. should not continue to subsidize "European weakness" and said he would refashion NATO as a "strictly defensive military alliance."

Ramaswamy also promised to declare economic independence from China by eliminating industrial espionage and demanding fair trading relations.

"It is unacceptably dangerous that so much of our way of life is dependent upon Chinese manufacturing and Taiwanese semiconductors," Ramaswamy said.

Ramaswamy said he would encourage hemispheric partners to invest in security and prosperity to deter their citizens from migrating to the U.S., adding that he believes the country's southern border is "under attack" in the form of both "migrants and drugs."
