DLCC Announces ‘Roadmap’ for 2024 Statehouse Races
The group sees five opportunities to flip chambers: Arizona’s House and Senate, New Hampshire’s House and Senate, and the Pennsylvania Senate
Heading into what the Democratic Legislative Campaign Committee is calling “the most consequential year for state politics and state legislatures in history,” the group announced Wednesday it has already raised more than $21 million this election cycle.
On the heels of its 2023 wins in places like Virginia and Ohio, the organization is looking to continue its successes in state houses across the country this November. To do so, the group said it still has “a long way to go,” noting that it hopes to raise $60 million — $10 million more than the 2022 election cycle, in order to “achieve our ambitious goals for the 2024 cycle.”
The group outlined those goals in a memo released on Wednesday, titled “DLCC’s Roadmap Through 2024 — The Year Of The States.”
According to the memo, which was issued by DLCC President Heather Williams, the organization sees five opportunities to flip chambers: Arizona’s House and Senate, New Hampshire’s House and Senate, as well as Pennsylvania's Senate.
In addition to flipping chambers, the group said they are also focused on protecting the majority in a number of states, including the Michigan House, the Minnesota House and the Pennsylvania House.
“While much of our budget in 2024 will be spent on our battleground states, we will also invest and work to create and build out infrastructure in red states, such as our work to break GOP supermajorities in states with Democratic governors as well as take advantage of every opportunity in special elections to extend our record of winning and overperforming in races to hold critical seats and expand power in key chambers,” the memo states.
The “roadmap” memo also says the group invested its first round of battleground investments last December, which included investments more than “six figures” across six states.

“Alongside the investments, our work so far this cycle also includes helping caucus programs run their own finance plans, helping them break their own fundraising records,” the memo reads, going on to use Virginia as an example, where the DLCC “Spent $2.2 million while also helping the Virginia House and Senate Democratic Caucuses break their own fundraising records.”
The group also outlines a number of key dates and events over the next several months that they plan to be a part of — from special elections to candidate filing deadlines.
“The DLCC has a roadmap for 2024 and now is the time to execute,” the memo reads. “The state legislative map in 2024 is full of opportunity. Democrats are recognizing that alongside important federal races, we must also compete and win power in the states. Republicans built an advantage over the last decade, but now Democrats are fighting back and shifting the balance of power.”
