Biden Announces New US Marshal, Judicial Nominees

Biden has now nominated 184 new judges, with 140 confirmed thus far

President Joe Biden on Wednesday announced four district court nominations and one U.S. Marshal nomination.

"These choices also continue to fulfill the President’s promise to ensure that the nation’s courts reflect the diversity that is one of our greatest assets as a country—both in terms of personal and professional backgrounds," said the White House in a statement.

The nominees include: Colleen Holland for the Western District of New York, Judge John A. Kazen for the Southern District of Texas, Micah W.J. Smith for the District of Hawaii and Chief Judge Ramona V. Manglona for the District Court for the Northern Mariana Islands.

Holland and Smith have not held judgeships yet, having served as a special counsel to the chief judge for the Western District of New York and assistant United States attorney, respectively.

Kazen has been the United States magistrate judge for the Southern District of Texas since 2018.

Manglona was appointed to a 10-year term as the chief judge of the District Court for the Northern Mariana Islands in 2011. Her term expired in 2021, but she continued in the role as no successor was named. Biden is nominating her for the role once more.

These nominees bring Biden's total number of nominees to 184 over the course of his term. Biden has had 140 nominees confirmed thus far.

Biden also nominated David Barnett, a counterintelligence supervisory special agent for the FBI, to serve as the United States Marshal for the District of New Mexico.
