Arizona Rep. Gallego Pushes for Reform to Migrant Shelter and Services Program

Gallego's new reform would include $1.5 billion per year to fund the needs of local border communities in Arizona

Arizona Rep. Ruben Gallego introduced on Monday a new plan to reform migrant shelter and services programs that aid communities in the Southern border.

The Democratic representative, who is running for Senate in 2024, is aiming to change Federal Emergency Management Agency (FEMA) programs, arguing their funding models are "misguided" — he is specially critical of FEMA's Shelter and Services Program (SSP), which transports and houses migrants in local communities, according to Gallego, with disregard for local Arizonans needs.

“FEMA’s Shelter and Services Program has been inadequate for Arizona’s border communities, non-profits, and law enforcement since it was implemented," Gallego said in a statement. "After examining all possible solutions, our office has determined the only path forward to make the program sustainable is through reform."

He proposes that Customs and Border Protection work closely with local governments and share data about the migrants being moved; a new reimbursement form for these communities, and a financial commitment —  "$1.5 billion per year to fund the needs of all communities."

He also introduced a new set of standards for funding these communities and for SSP, as well as a new grant program that local governments can apply for.

"Right now, FEMA is operating with little to no oversight, and that’s why my office is working with colleagues on both sides of the aisle to draft legislation that holds FEMA accountable so we can do all we can to support Arizonans,” Gallego said.
