Body Found in Kentucky Lake Wrapped in Tire Chains, Anchored With a Hydraulic Jack Identified as Man on Run From Rape Charges
While Roger Parham’s cause of death remains undetermined, officials have conceded he was likely murdered
An Arkansas man who disappeared back in 1999 while awaiting trial for an alleged rape has been identified by authorities as the person discovered in a Kentucky lake nearly 25 years ago by local fishermen.
The Kentucky State Police said Monday that Roger Dale Parham — believed to be on the run — is the individual whose remains were recovered from Lake Barkley in Kentucky's Lyon County back on May 6, 1999.
Police said that the body had been wrapped in heavy tire chains, and that it was anchored with a hydraulic jack.
While Parham’s cause of death remains undetermined, officials have conceded he likely was murdered.
Parham was 52 when he arrested in Arkansas on Nov. 21, 1998, for rape involving a minor. He was subsequently released on bond with conditions, but was never heard from again.
His bond was revoked after he failed to appear for a 1999 court appearance, and on June 3, 1999, a bench warrant was issued for his arrest.
Soon after, federal authorities issued an arrest warrant for Parham, charging him with unlawful flight to avoid prosecution.

State police said advancements in DNA technology helped investigators identify the remains.
Work began in early 2023 to identify the body. Kentucky State Police began working with Othram Inc., a private forensic lab specializing in forensic genealogy, and located a relative, leading to an identification.
The last time he was seen was in March 1999.
An FBI profile described Parham as "very charming" with "an interest in photography as well as fixing and selling antiques."
The profile continued: "He prefers odd jobs so that he can get paid in cash. Parham is believed to have fled the state of Arkansas. He may have traveled to Mexico."
